Success Factors in Implementation of The Sufficiency Economy Philosophy of Local Administrative Organization: A Case Study of Nong Bua Lam Phu and Udon Thani Provinces

The purpose of this research was to study. - (1) The levels in implementation of the Sufficiency Economy Philosophy of Local Administrative Organizations. (2) The success factors in the implementation of the Sufficiency Economy Philosophy of Local Administrative Organizations. Mixed research and purposive sampling of 8 local administrative organizations in Nong Bua Lam Phu and Udon Thani provinces used the following subjects. - (1) A person in a position of the executive or executive representative of local administrative organizations. (2) People in a position of head of government department of local administrative organizations, and (3) 2 people in a position of community leader/community agency, selected from 8 places; 5 people each; total 40 people. Data collection tools includes (1) Sufficiency Economy Philosophy level indicators 2) Semi-structured interviews 3) Group discussion summary and opinion survey.The study found. - (1) From the 8 Local Administrative organizations: 1 place was at the level that does not qualify, 6 places were at the level of understanding, and 1 place was at the level to succeed to the Sufficiency Economy Philosophy. (2) The success factors in the implementation of the Sufficiency Economy Philosophy were as follows. The first factor was management and participative organizational culture and the local administrative organizations had succeeded in giving importance to participation by creating a cooperation network with insiders in the organization and outsiders from the community. The second factor was the leadership of the executives. Executives with vision, good governance and paid attention to the principles of understanding, accessing, developing, and having the ability to manage budgets. The third factor was building a network of cooperation with external organizations to strengthen the development power that benefits the people. These factors are important to help the Local Administrative organizations to succeed in the Sufficiency Economy Philosophy.
