Unusable Object, Discarded Human: The Normative Instruction N° 01 As Biopolitics Legislation in Belo Horizonte

Abstract

This article aims to study the Normative Instruction n° 01 of the Municipality of Belo Horizonte/ Minas Gerais and its implications in the field of fundamental rights of homeless. For this, the articles of Normative Instruction are analyzed and related to biopolitics and the treatment that is given to homeless by public officials. The concept of ideological exaptation, introduced by Slavoj Zizek, will be deepened to explain the actions of the Municipality of Belo Horizonte. The research methodology is based on the biopolitics theory formulated by Michel Foucault and doctrine, jurisprudence and brazilian legal system, being an essentially documentary and bibliographical research using books and articles.
