FORMATION OF STRATEGIC PRIORITIES FOR THE MODERNIZATION OF THE ENTREPRENEURSHIP’S INSTITUTIONAL INFRASTRUCTURE IN THE REGIONS OF UKRAINE IN THE EUROPEAN INTEGRATION PROCESS
Abstract
The article analyzes the institutional basis of business infrastructure in program documents at national and regional levels. The uncertainty, non-forensicity, fragmentary reflection of problems and perspectives of the development the entrepreneurship infrastructure in national strategic documents have established. Considering the European integration process, the necessity of actualization the role of the regional entrepreneurship infrastructure in international relations and agreements have indicated. The functional and structural scheme of the institutional base modernizations strategy of regional entrepreneurship infrastructure in the process of European integration of Ukraine with the specification of program documents, institutions and sources of financing have proposed. The system of strategic priorities and tactical problems of business infrastructure modernization in European integration is based on programand problem-based approaches. The first allowed to formulate the following strategic priorities: creating the institutional framework of advanced development enterprise of Ukraine on innovative principles; improving structural construction and management of business infrastructure in European integration; optimization of components; the introduction of e-business infrastructure. Problem-target plans, prepared on the basis quantificate SWOT-analysis and the development of decision trees have identified key tactical tasks (institutional integration of business infrastructure regions of Ukraine and the EU, implementing institutions infrastructural support in terms of integration, development the integrated institutions of e-business infrastructure), which interconnected at various levels of management hierarchy and correlate with the strategic priorities of building a "new economy" of the EU.
