The multi level diplomacy in the relation México-People's Republic of China: profile performance and challenges on XXI Century
Abstract
This paper reviews the whole Inter-institutional Agreements (AI), established between Mexican non central government entities and their counterparts in People’s Republic of China (PRC), [which are 25 in totals, according to the Inter-institutional Agreements Register (IAR), of the Ministry of Foreign Affairs of our country]; its aim is to identify the nature, thematic orientation and scope thereof. It is argued that since the rise and projection of the Prc as a world power in the twenty-first century, our country needs a linking strategy that strengthens the interaction between non central governments of both countries and promotes trade, investment and employment opportunities. Since this process requires the study of the conditions under which develop non central governments international activities in both Mexico and China, this text also reviews historical and conceptual references associated with this dynamic as analysis elements.
