Cyprus Problem has been using its prevalence since years and depending on developments faced in international conjuncture, this problem comes into prominence from time to time and sometimes it is left in the background. Nevertheless, in general it is observed that Cyprus Problem covers an important effect over Turkish foreign policy. The main reason of this fact is that no permanent solution has been found for the problem yet. Due to latest developments, this problem has been handled by many scholars and has been analyzed from various perspectives. The purpose of this study is to present the historic development of Cyprus Problem in general terms and analyze the postures and theses of the parties involved in the period until 1974. Only after having completed this analysis, the actual reasons of 1974 Peace Operation can be coherently understood. Keywords: Cyprus, Turkey, Greece, Enosis, EOKA.
