Conceitos e métodos para a avaliação de programas sociais e políticas públicas
Abstract
The evaluation of public policies has spread in the 1960s and it is going through a process of rapid dissemination, methodological diversification and disputes between different epistemological perspectives. The present article analyses key issues that should guide the evaluation exercises, it presents three evaluation approaches developed in the last 50 years (the experimental positivist, the pragmatist of quality and the constructivist) and the models resulting from their mutual influence. In the conclusion some persistent points of tension in the discussions about evaluation are presented.
