Prospective Directions of Improvement of Management of Forest Resources within the Spatial Socio-Economic Development of Ukraine Перспективные направления совершенствования управления лесными ресурсами в рамках пространственного социально-экономического развития Украины
Abstract
The article provides results of the study of theoretical and methodological foundations of management of social relations with respect to forest resources with the aim to reveal prospects of development and potential threats in the economic, ecological and social spheres, and also formation of a strategic model of management of forest resources with the use of the SWOT-analysis. In order to realise a systematic approach to formation of a model of management of forest resources and optimisation of the process of the managerial decision making on the issues of increase of effective use and reproduction of natural resources, the article offers a structural and logical scheme of improvement of management of forest resources. It grounds that formation of a complex strategy of management of forest resources should be in correspondence with the principles and criteria that create prerequisites of a balanced use of the forest resource potential, reproduction and protection of forest resources for achievement of the parity of ecological, economic and social aspects of sustainable development. It is planned to conduct a permanent monitoring of execution of strategies of social development of the natural resource potential and their adjustment for a more efficient management of forest resources at all organisational levels of management.В статье приведены результаты исследования теоретико-методологических основ управления общественными отношениями относительно лесных ресурсов с целью выявления перспектив развития и потенциальных опасностей в экономической, экологической и социальной сферах, а также формирования стратегической модели управления лесными ресурсами с применением метода SWOT-анализа. Для реализации системного подхода к формированию модели управления лесными ресурсами и оптимизации процесса принятия управленческих решений по вопросам повышения эффективности использования и воспроизводства природных ресурсов предложена структурно-логическая схема совершенствования управления лесными ресурсами. Обосновано, что формирование комплексной стратегии управления лесными ресурсами должно происходить в соответствии с принципами и критериями, которые создают предпосылки сбалансированного использования лесоресурсного потенциала, воспроизводства и охраны лесных ресурсов для достижения паритета экологических, экономических и социальных аспектов устойчивого развития. В перспективе дальнейших исследований планируется проведение постоянного мониторинга выполнения стратегий общественного развития природно-ресурсного потенциала и их корректировки для более эффективного управления лесными ресурсами на всех организационных уровнях управления.
