Objectives The aim of this article was to draw attention to the activities of public administration institutions, which should implement the personnel function within the organization, based on New Public Management. Material and methods The article concerned the issue of human resources management in the civil service corps, a part of the public sector in government administration offices. The article uses the legal-comparative method and the method of examining models. Results The article concerned the issue of human resources management in the civil service corps, a part of the public sector in government administration offices. Conclusions The conducted study resulted in the conclusion that human resource management, and the process of employment, planning and career path development, is not a research area restricted only to the private sector. Quite the opposite - managing human resources is an equally important issue undertaken in the public sector, and every stage of this process is a crucial element of managing the organization as a whole structure. It allows for implementing the personnel function, which enables employees to be perceived as an added value of a public organization, as its main source of success and the most important capital. The aim of this article was to draw attention to the activities of public administration institutions, which should implement the personnel function within the organization, based on New Public Management. Caring for the proper development of administration staff equals caring for its most important capital - employees conducting public tasks at every career level, which results in the effectiveness and quality of the provided services.
