This article compares the institution of marriage and its development in different Russian social and professional groups to the institution of marriage in other countries. It presents some preliminary results of the 2015-2018 Action Plan for delivering the first part of the Russian Federation State Family Policy Concept 2025 and proposes further steps to fully implement the Family Policy Concept. Empirical base of this article consists of the data from the Federal State Statistics Service, including the Statistical Survey of Income and Participation in Social Programs (2016), Oomprehensive Monitoring of Living Conditions (2016) as well as The Russia Longitudinal Monitoring Survey (RLMS- HSE) (representative samples of2009 and 2016). The preliminary analysis shows that it is necessary to further develop proposed directions and to look for innovative ways to improve family policy with increase in the birth rate as one of the main objectives.
