Indonesia's biological resources and ecosystems play an important role in people's lives and the environment. To ensure the sustainable use and management of these resources, forest and land rehabilitation efforts are required, one of which is through the Community Seedling Garden Program (KBR). The program is designed to improve community welfare by providing quality forest plant seeds and facilitating active community participation in forest management. However, the implementation of the KBR Program in Aceh Province faces challenges such as a lack of group management skills, low member participation, and infrastructure constraints. This study aims to formulate strategies to improve group performance in the implementation of the KBR Program in Aceh Province, focusing on strengthening managerial capacity, increasing participation, and improving coordination and communication. The analysis used the IE (Internal-External) Matrix and SWOT. The IE Matrix analysis shows that the most appropriate strategy to implement is the "hold and maintain" strategy. This strategy focuses on utilizing existing strengths to overcome weaknesses and face external threats more effectively. Furthermore, from the results of the strategy that can be applied by the Forest Farmers Group (KTH) in the Implementation of the People's Seedling Garden Program (KBR) focuses on optimizing land and resources through advanced technology such as smart farming, improving local skills through education, increasing participation with social media campaigns, strengthening training coordination, and ecosystem restoration. This strategy involves cross-sector cooperation to support sustainability and effectiveness in increasing seedling production and responsibly managing forest resources.
