Over the last 10 years, Kebumen Regency has had the highest Percentage of Poor Population (PPM), making it the poorest district in Central Java. Kebumen possesses abundant nature-based tourism potential; however, not all tourism management involves the community. This article aims to examine the role of the local community of Karangduwur Village in developing the Menganti Beach tourist attraction in Kebumen and to explore the obstacles faced in developing community-based tourism. The research was conducted using a qualitative approach with a descriptive research type, where data were obtained through interviews, observation, and documentation. The research results were analyzed using functional structural theory, which shows that the local community of Karangduwur Village plays an important role in realizing tourism development. The local communities are able to align tourism development with developments in science and technology (adaptation), put aside personal egos and devote their time and energy to the common good (goal attainment), and only local communities are allowed to become tourism actors (integration). Furthermore, they continue to conduct online surveys and promotions to attract a wider range of tourists and provide better tourism services (latency). The local community has encountered several obstacles in developing the Menganti Beach tourist attraction, namely power struggles, limited funding, environmental impact assessments (AMDAL), and the absence of a patented Master Plan from the tourism manager.
