Abstract
Theoretical bases to comprehend the meaning of location of activities as education, social welfare, health and many other social rights in the civil society, displacement accomplished by international organisms as the World Bank and by the neoliberal governments. The article emphasizes that the option by civil society has constituted a powerful instrument to destroy the reduced public spaces of the State, in benefit of commodification to what formerly was established as social rights and that this orientation is present in Brazil since the end of the military dictatorship and the government of Lula da Silva is deepening it.
