Condition and Need in Developing a Curriculum of Measurement and Evaluation for Management of Practical Teaching and Learning at the Vocational Education level Through an Online Multi-platform Learning System

This research studied the condition of and the need to develop vocational assessment and assessment courses through online multi-platform systems. The sample group included 3 administrators in vocational institutes in the south, 2 representatives of educational institutes under the Office of Vocational Education Commission, 10 instructors in higher education institutions, and learners in vocational and higher education institutions. 60 people were studied. The research instrument was a research questionnaire on curriculum development, measurement and evaluation for teaching and learning management at the vocational level through an online multi-platform system. and unstructured interviews. The statistic used to analyze the data was frequency distribution. The percentage, mean ( ), standard deviation (S.D.) and qualitative data were determined using content analysis. The results showed that Instructors today need to be competent in measuring and evaluating learning outcomes. They must have the ability to design and modify methods of measurement and evaluation. To lead to decision-making and to develop students’ competency in accordance with current conditions and in accordance with the Vocational Certificate Program, B.E. 2562, Office of the Vocational Education Commission. But nowadays, teachers still focus on exams, both multiple-choice and subjective, reporting, and practical practice. Intheform of guidelines for measuring and evaluating practical sectors, Instructors still lack the skills to create tools and lack knowledge in creating tools for measurement and evaluation, resulting in inability to measure according to course objectives. The current reality about the measurement and evaluation of the target group found that the average was at a high level ( =3.97, S.D.= 0.45) with the highest mean divided by issues as follows: Measurement and evaluation are important to learners, teachers and administrators ( =4.37, SD =0.62). Developing measurement and evaluation skills will help teachers understand and choose measurement and evaluation methods ( =4.33, S.D.=0.78). Instructors should have a variety of measurement and evaluation methods ( =4.23, S.D.=0.81), respectively Measuring and evaluating the learning outcomes of learners in various courses in the past, there were problems and obstacles, including lack of clarity of the Rubik’s criteria, including the selection of traditional measurement and evaluation methods that cannot be measured to matchtheactual conditions. It is necessary to stimulate the practical work of students to be more efficient. Teachers should be able to choose measurement and evaluation tools from samples that have or are similar in nature to the course taught, so that they can be easily adapted. Emphasis on real-world assessment, convenient, easy to access and easy to understand and adapted to modern situations and technologies. Measured in accordance with the reality, consistent with the performance of vocational measurement and evaluation.
