A large proportion of the prison population uses psychoactive substances, which constitutes a major public health problem. We conducted a qualitative survey on drug use practices in prison and the care of addiction. French legislation stipulates that health care for prisoners must be equivalent to that of the general population, including harm reduction, which is the policy implemented in France since HIV epidemic in the late 1980s. Our article explores how this policy is accepted and applied within the prison system. Are the delivery of addiction care and the implementation of harm reduction measures rooted in an ethic of care?
