TECHNOLOGIES AND METHODS OF THINK TANKS’ WORK

Abstract

The basic technologies and methods of think tanks’ work are analyzed. It is determined that the main tool of research work of analytical centers is the algorithm of practical solution of a complex problem. The algorithm of think tanks’ work is explored. It consists of policy analysis technologies (problem structuring methods, forecasting methods, methods of recommendation, monitoring methods, evaluation methods), po­litical communication and implementation of the policy is explored. It is revealed that the technology of analytical centers work in the public sphere consists of: initiating the topic; problematization; placing the question in such a way that it involves a further order; pre-design study; own research; writing an analytical report with recommenda­tions; a deligative process within which the development of the project is being pro­moted. The factors influencing the researches of analytical centers are analyzed. These factors are propaganda, sponsors and problems.
