The relevance of the research topic is conditioned by the functioning of the national economy, which is associated with the development and improvement of the project management system and the mechanism of the innovation process in the country. New trends in economic development and conditions of uncertainty in innovation processes force organizations to look for new approaches to manage innovative projects. Ensuring sustainable and stable development of organizations requires finding sources of competitive advantages, as well as maintaining these advantages over competitors. Strong competitive advantages depend largely on its unique resources, resource solutions, competencies, organizational and production positions, as well as unique management technologies. It is necessary to improve the methods of evaluating innovative projects, since only the implementation of cost-effective innovative projects in the development of new technological developments and innovative products makes possible the transition to sustainable economic growth. Until now, there is no integral unified system for supporting the adoption of coordinated innovative decisions, taking into account the assessment and management of project risks, therefore, there is no mechanism that "standardizes" business processes that guarantees the timely achievement of tactical and strategic goals. Thus, innovation is one of the key factors both for the long-term development of an individual firm and for solving macroeconomic problems. Creation of conditions for Russia most favorable to its entry into the top five world economies is becoming an urgent task of one of the economic components of our country's foreign policy. The relevance of this study is due to the need for a scientifically grounded decision to manage innovative projects, which determined the choice of the topic of this study.
