Historical climatology, under solid methodological basis and with the aim of defining secular climatic behavior in Mexico, is very scarce. What has predominated in historical analysis is the definition of the event as a natural disaster, thus their occurrence is not considered as an anomaly or extreme behavior within climatic variability. To acknowledge cultural and institutional initiatives, regarding environmental anomalies, has been conducted worldwide under three different issues: socioeconomic consequences, definition of climatic events and recognition of cultural and institutional practices linked directly to the regular climatic trajectory or to abnormal chapters. This article deals with the last two themes.
