HOUSING MAINTENANCE AND UTILITIES BOARD OF PENZA REGION IN 1950–1980 FROM THE POPULATION’S VIEW

Abstract

Purpose. The aim of the article is to analyze the housing conditions and housing maintenance and utilities board of Penza Region in 1950–1980, as well as their perception in population’s historical memory. Methodology. We’ve used scientific, objective and historical principles. We’ve used general scientific methods: analysis, comparison, generalization; as well as the historical research methods: problematic-chronological and comparative-historical. Results. The research shows that in Penza region the housing conditions in 1950–1980 has become better. However, there were some same problems, e.g. the quality of housing, the availability of running water, gas, central heating, and canalization. Besides, the work of housing maintenance and utilities board gave rise to unfavorable criticism. The attitude to housing conditions, housing maintenance and utilities board, existing in population’s historical memory, corresponded to the real data. Practical implications. The results can be applied in special courses in Russian History, as well as in other historical disciplines.
