Proposing a Model for Implementation of Poverty Eradication Policies in Iran based on 20-Year Outlook

Abstract

Given the importance of the issue of poverty and its presence and expand in Iran, The aim of this study was to design and implement a model of policy in poverty eradication. The factors affecting the implementation of poverty eradication policies in three areas of policy, institutional and micro areas have been classified based on theoretical review. Author to achieve the aims of the study, applied Delphi methodology that relied on literature and field studies identified and content verified 85 index of implementation of the poverty eradication policy. Subsequently 15 people of lawmakers informed on implementation of the poverty eradication policy selected as a Delphi panel. Delphi has accomplished on three steps and necessary agreement with the Kendall tau by 0/81 has achieved. Delphi findings showed that among the primary indicators, 21 factors have been removed and 64 component elements as factors affecting the implementation of the poverty eradication policy has been agreed. Fuzzy analysis results also showed that among the 64 indicators derived, 29 indicators effect on the dependent variable. This four accepted index based on impact factor are; macro environmental factor, organization horizontal relationship, target population feedback impact and policy making variable. Finally, the implementation of the poverty eradication policy on 20-year outlook According to the results equal to 1.059 (very poor) obtained. Based on the results of the study author suggest that government in policy making have an authoritarian approach and in micro level have an interactive, provocation and participatory approach.
