Abstract

Subject to the almost immediate improvements by leaving a black tarpaulin for a plot in a settlement project, the State’s action should guarantee full conditions for the subjects to develop and have control over their own lives. This article presents, therefore, the paths taken in the construction of the ATES service and its possibilities to catalyze significant improvements in the living conditions of settled families.
