Although the majority of Iranian managers consider their employees as their most important assets, in practice, human resource continues to be considered as an organizational debt rather than organizational asset. In fact, the function of Human Resource in Iranian organizations is seen to be costly, as an administrative function and not as a function with value added. This is due to the problem of not paying attention to the human resource measurement. The purpose of this research is to investigate the importance and consideration of Human Resource value chain measurement at Saipa industrial Group based on a conceptual model, obtained from the Grounded Theory method. In this paper, the condition of the three companies of Saipa industrial Group were investigated by using multiple case study strategy and through structured interviews and revision of corporate documents. Based on a content analysis of the interviews, using RADAR logic, within-case and cross-case analysis, the similarities and differences among the cases selected were analyzed. The results demonstrate that based on the Human Resource Value Chain Measurement Model developed at the first phase of the research, the case Saipa Yadak, in comparison to the other cases (Mega Motor and Zamyad) is in a better status. Finally, suggestions are given for each case.
