The article begins with presenting the objectives and methods. Main conclusions were formulated here based on part of the results of this study. The primary factor of technological innovativeness in enterprises is the state’s economic and social policy. The paper presents the main causes for the negative and positive assessment of this policy. A very important reason for unsatisfactory innovativeness of Polish enterprises is the low level of funding for research and development as well as innovation activities. An important factor negatively affecting the entrepreneurship and innovativeness is the low quality of Polish law: its quite small precision and instability. The bureaucratisation of public institutions has also a negative impact on the entrepreneurship and innovativeness. The vast majority of experts participating in the study positively assessed the cultural conditions of technological innovativeness in Polish enterprises. Experts also provided negative cultural characteristics of Poles.
