Technological creativity environment: Russia compared to other countries

Abstract

The most efficient and fast development of competitive economies is connected with the production and distribution of modern high technologies. First of all, it concerns converging NBIC-technologies and their commercialization: bringing results to the high technology products market. In this connection, one of the most promising directions is the cluster mechanism of regional (territorial) development strategies. The use of converging technologies is becoming the main feature of innovation of the cluster with an obligatory condition: a combination of cluster-wide cooperation and moderate competition of an institutionalized community network of small and medium enterprises engaged in the development of high technology. The article on these expert sociological polls, content analysis of regulatory documents and web-surfing revealed general and specific features of creating technologically creative media in Russia, particularly in the establishment of cooperation between institutions of the science and education sector of the real economy, venture investment, protection of intellectual property and development of patent law.
