Given that the declared goals of reforming the civil service systems in all countries of transition, and so in Serbia, were mostly the same - the provision of a professional, rationalized and depoliticized civil service apparatus - all of them opted for similar definitions and classifications of civil servants, but with different scope and different ways of their selection. Although the institutionalization has often been based upon the same theoretical models, due to different combinations of their individual elements, they did not result in similar regulation, and their application has often come up with very original solutions. The expansion of civil servants at the expense of officials, the balancing of the career and contract model and the strengthening of the selection centralization are some of the basic tendencies in the development of the civil service system in Serbia. This paper deals with the classification and selection of civil servants in Serbia and their compliance with the proclaimed principles.
