O PAPEL DAS POLÍTICAS PÚBLICAS E O DESENVOLVIMENTO REGIONAL NO BRASIL: DO PARADIGMA MENTALISTA AO LINGUÍSTICO
Abstract
The role of public policies on regional development is parsed based on two major scientific paradigms ofsubjectivity or mentalism and of intersubjectivity or linguistic. Argues that public policies and the Brazilianregional development have historically if given based on the first paradigm, and recently adopted thesecond at some point these policies. The public policies of imprint Mentalist we call here of instrumentalsare subdivided into developmental and neoliberal while public policies are seen as communicative language,based in act oriented towards mutual understanding free of coercion. It is theoretical-methodologicalimprint, based on the imaginary of the philosopher Jürgen Habermas. The inclusion of the theory of communicativeaction on spatial issues can contribute to regional development thinking from the subordinationof the economy to society.
