With the increasing industrial burden on the ecosystem, sustainable development requires new, more effective tools. The best experience in the sphere of responsible production and consumption may help to identify the optimal public policy that contributes to sustainable development in developing countries. The authors assessed the level of responsible production and consumption in various countries to identify growth and inhibition factors. They used the methods of comparison, economic and statistical analysis, systematization, logical analysis, graphical analysis, and systematic approach to study various public policies employed by developing countries in the field of sustainable development. The analysis yielded a system of optimal conditions for the implementation of the principles of responsible production and consumption in developed vs. developing countries. The model of responsible production and consumption was found consistent with the sustainable development goals in developing countries, where the state policy should follow a model of responsible production and consumption.
