The relevance of the topic is conditioned by the emergence of new areas of activity of the Ukrainian Parliment Commissioner for Human Rights related to martial law. The purpose of the article is to emphasize the state’s duty to create the necessary and sufficient conditions for the implementation of the mechanism for the protection of human and citizen rights and freedoms; to disclose the legal status of the Ukrainian Parliment Commissioner for Human Rights; to determine his authority; to disclose the grounds and procedure for applying to the Commissioner. The research methodology is based on systemic and structural approaches, on methods of comparative, historical, and legal analysis, including an interdisciplinary approach. The scientific novelty consists in the generalization of normative legal acts, which define the role of the Commissioner in ensuring the constitutional rights of a person and a citizen, establishing specific mechanisms for ensuring protection and renewing the rights and freedoms of a person and a citizen. The conclusions emphasize the fact that full-scale military aggression increased the urgency of the issue of ensuring the constitutional rights of a person and a citizen.
