Planning is one of the process functions of management. Observed in the context of military organizational systems (armed forces), planning consists of three phases: anticipation, decision-making and development of plans/orders. The specifics of planning in military organizational systems are reflected in the characteristics of the environment in which military organizational systems exist, and which are visualized through the dimensions of the operational environment at the strategic and operational level, or through elements of the operational framework at the tactical level. Military organizational systems have developed special logical-thinking algorithms (tools, instruments) that simplify planning at all levels of the organization. Planning in military organizational systems is done using standard operational and troop leading procedures. The focus of the work is on the tactical level of the organization, ie the troop leading procedures are explained separately. In order to get a complete picture of the importance of planning in military organizational systems for the paper, a research was conducted with the aim of answering the research question: Is there a similarity in troop leading procedures of military organizational systems of the Republic of Serbia, NATO countries and the Russian Federation?
