Maritime Security Policy Analysis in Türkiye’s Development Plans

Although maritime security has often been defined by “threat and perception of threat”, it has undergone a significant transformation, especially since the 2000s. This transformation has led maritime security policies to become a part of the agenda of the states, supranational organizations, and international organizations. To understand how Türkiye evaluates maritime security policies, 11 Development Plans taking place between 1963 and 2019 were systematically examined by using the “Atlas.ti” qualitative data analysis program. These policies were classified under the main policy titles of Blue Economy, Maritime Power, Maritime Safety, and Direct Threat, within the framework of definitions in the literature. This classification identified a total of 438 maritime security policies and presented evaluations related to these main and sub-policies of maritime security. Based on the findings of the study, it is considered that the results of this article can provide an important source for strategic studies related to Türkiye.
