SummaryThe principle of merit is breached from the ground up when there are negative exceptions, which do not worry worse in terms of the result of not applying the principle to favoritism, cronyism and corruption, which makes it similar to staying ink on paper, it must be faced and limited because it sets the principle in a miserable manner Especially the negative exceptions that affect the effectiveness of the public job and the level of its services significantly, and try to invest the exception positively by allocating it to the most efficient groups like top graduates and who got a doctorate or master degrees , since some categories, such as the container, contain a greater proportion of individuals than others.
