The New National Standard of Ukraine for the Formation of Organizational and Administrative Documentation: History of Development, Analysis of Main Changes and Issues of Implementation of the Standard

The article analyzes the National Standard of Ukraine DSTU 4163:2020 State Unified Documentation System. Unified system of organizational and administrative documentation. Requirements for the preparation of documents, which went into effect on September 1, 2021. Global implementation of the latest information technologies, above all, the introduction of electronic document management systems in work of state authorities, local governments, enterprises, institutions, organizations and other legal entities, reinforce the need to improve and update regulatory support for the office work in general, as well as requirements to the creation of management documents. This is very important because a standard is a regulatory document based on consensus, adopted by a recognized government agency, which establishes rules for general and repeated use, guidelines or characteristics regarding an activity or its results, and is aimed at achieving an optimal degree of orderliness in a certain area.The changes in the composition, names and requirements for the registration of details of organizational and administrative documents established by this regulatory document, are described. Advantages and disadvantages are defined. The type classification of organizational and administrative documentation is submitted. The history of the development of this standard by the Ukrainian Research Institute of Archives and Document Studies is described. The history of the development of a new edition of the terminological standard in the field of record keeping and archival matters is mentioned. The problems of the implementation of DSTU 4163:2020 are outlined and ways to solve them are proposed. In particular, the need to prepare methodological support, popularize this regulatory document in professional publications, increase the number of seminars and advanced training courses for clerical service employees in order to clarify the provisions of the standard, were emphasized.
