RUSSIAN MODEL OF ETHNIC FEDERALISM
Abstract
Background. In the conditions of increasing influence of complex organized states and noticeable erosion of the foundations of unitarianism in the era of changing technological structures and globalizing political turbulence, federalism remains relevant as a form of state structure and a way of state hostel. With current trends in global development, it is necessary to develop a balanced state and legal policy that adequately responds to global challenges of ethnopolitical instability in Federal States. The subject of the study is the model of Russian federalism, on the formation and development of which ethnopolitical processes have left a noticeable mark. The purpose of this work is to study the influence of ethnic factors on the formation and development of Russian federalism. Materials and methods. The implementation of the research tasks was achieved on the basis of a comprehensive analysis of statistical materials and legal acts that set the foundations of the Russian model of ethnic federalism. The methodological potential includes methods of comparative legal and formal legal analysis. Federalism in an ethnically complex state has been studied not only in a comparative state history, but also in a comparative historical context. Results. The prerequisites and stages of formation of the Russian model of ethnic federalism with the definition of problems of its construction on each of them are studied. The ethnolinguistic architecture of the Russian state with a powerful Russian (Slavic) core is defined. A hypothesis is put forward about its strategic benefit for the stability of Russia and the instability of other types of ethnic federalism (dualistic, multi-ethnic, multi-ethnic). The main documents describing the range of tasks of Russian federalism are mentioned, including the draft Concept of state and legal policy in the sphere of Federal relations developed at the Penza State University. Conclusions. The authors state that the asymmetry of construction and multilayered state administration, the mixing of national-territorial and administrativeterritorial organization of power is not a disadvantage, but an advantage of Russian federalism. It gives it the necessary flexibility.
