Electronic Participatory Budgeting Assessment (E-PBA). Three Main Criteria

Abstract

Electronic Participatory Budgeting (e-PB) rede[1]fines public budget management, granting a more inclusive and transparent approach to governance. Across the globe, from innovation hubs like Cluj-Napoca in Romania to diverse cities in other parts of the world, e-PB has evolved from a conceptual framework to a practical application, incorporating advanced technological underpinnings and fostering democratic participation. The range of experiences in different regions, such as Eastern European cities including Cluj-Napoca, act as relevant case studies for assessing the success of Electronic Participatory Budgeting (e-PB). These instances function as empirical test beds, offering insights into how e-PB can transform public budgeting practices. Electronic Participatory Budgeting Assessment (e-PBA) is crucial for understanding the success and failure of e-PB programs. The present paper explores the intricacies of three of the e-PBA main criteria and indicators, starting from former applied studies and best practices presentations and from the technological foundations of e-PB.
