Information is provided on the application of risk management technology to the analysis of the quality of paint and varnish coatings on a cement substrate. A diagram of the occurrence of defects in the process of painting building products and structures is presented. The structural diagram of the reliability of protective and decorative coatings for cement concrete is considered. The structural diagram of the reliability of protective and decorative coatings is presented as a set of three elements connected in series: the coating itself, the contact layer and the substrate (plaster). The probability of destruction of coatings and the contact layer during the process of cyclic freezing and thawing has been assessed. Risk values were calculated. It was revealed that the risk associated with the destruction of the contact layer is less compared to the risk of destruction of the coating from the surface. Economic damage was calculated. Recommendations are given to reduce the risk of destruction of the coating-substrate system, which consists of increasing the adhesion strength of the coating to the substrate, which will reduce the risk associated with destruction of the contact layer.
