Colombia has implemented various strategies to develop an Information Society —IS— aiming to improve economic growth and citizen participation. In order to better understand these actions, three analyses were proposed: i) supporting sectors of society; ii) the target population; and iii) the elements of e-inclusion, i.e. elements that allow the inclusion of the population in the IS. The results show that the sectors supported are: education, government, competitiveness, and culture; citizens are the target population of Colombian initiatives; specifically, there are four initiatives which target three vulnerable population groups: ethnic minorities, disabled people, and low income groups; and the efforts of the Colombian government have focused on a creating the conditions necessary for developing IS.
