Balancing Stakeholders Benefits in optimal shrimp fishery using Goal Programming Approach (Case study: Bandar Dayyer, Bushehr)

The purpose of this study was to make the balance between the sought benefits of stakeholders in the shrimp fishery in Bandar Dayyer. For this purpose, we used the Goal Programming Approach and tried to determine the best volume for fishing shrimp based on two variables: 1) the number of days in which fishing is allowed and 2) the number of vessels assigned for fishing. We modeled the decision in a way that the benefits of different stakeholders can be fairly fulfilled. For weighting, we used Shannon entropy method and for determining the optimized pattern, we used the weighted Goal Programming approach. The results of Shannon entropy method indicated that the most important goal of different stakeholders is to maintain the current level of the fisheries industry. Another result of this study is that in spite of the 4 percent reduction of profits of fishing and the decrease in safety, employment, and fishery capacity by 6, 5, and 8 percent, the implicit fishing will be decreased by 26 percent. As a result, it will create a suitable balance among stakeholders and their disagreement will be decreased.
