Institutions and aid organization at the ProSAVANA insertion in the Brazilian agenda of International Cooperation

Triangular cooperation has gained prominence in foreign aid. In this context, Japan is Brazil's main partner and ProSAVANA stands out as a program. Despite that, domestic aspects who may have contributed to the adoption of the program were still little explored. Thus, in this work, the objective is to observe how the institutions and the aid organization may have contributed to the adoption of ProSAVANA on the Brazil international development cooperation agenda. The model proposed by Lancaster (2007) will be used, for whom four domestic forces (including institutions and aid organization) are relevant for aid allocation. The model will be presented in the first section, followed by the presentation of ProSAVANA and a section dedicated to institutions and the organization of Brazilian aid in adopting the program on the agenda. The central results point to the role of ABC and EMBRAPA in the context of the agricultural IDC momentum in Brazil. In addition was observed a peaceful coordination between the bureaucracies involved, despite of the need to advance this coordination, as well as the consolidation of legal and institutional structures in the country.
