The article contains a detailed analysis of the relational aspects of the public interest and deci­sion-making, modernization of local public adminis­tration in some post-Soviet countries. The authors discover that the conceptualization of this relation differs from one state to another, depending on specific features. The principle of decentralization and local autonomy is the one that underlies the strengthening of local public administrations in dif­ferent states, in the attempt of the current govern­ment to modernize the system. The proof of a state governed by law and the basis of an efficient public administration.The orientation towards modernization of many states from the post-soviet area offers premises for the elaboration of certain standards regarding local public administration, the application of some com­mon principles of its organization and functioning, defined by law and applied in practice. The exam­ination of different practices of the administrative system from several post-Soviet states, the eval­uation of the organization principles, government functioning and the identification of an appropriate model for strengthening the examined relation is a first objective.
