An article continues the first part published in the previous issue. The first part includes a cause analysis of lowering competitiveness domestic machine building production and the general scheme of creation innovative technically complicated items (TCI). The second part contains the quantitative data, which connect factors, specified in the name of the article, with economic growth at creation of innovations. Features of the mechanical items, distinguishing them from electrotechnical objects, are described. Durability is included into basic properties of the TCI. Electrotechnical items have availability as the basic property. These differences should be reflected in standardization scope. Two main directions of mechanics, such as dynamics and strength, are analyzed. Necessity for integration of both directions within the frame of Lifetime mechanics of machines (LMM) is shown. Approaches to reliability calculation of technical items in strength mechanics, the structural (mathematical) and physical (mechanical) reliability theories are considered. Their narrow means for calculation of complicated mechanical objects are demonstrated. Methodology and methods of reliability calculation of TCI based on LMM positions as well as the general conclusions will be present in a final part of work.
