In recent years the business environment and efforts to improve its efficiency, the attention of policy-makers and decision-makers in the country is located. Inadequate attention to the human capital and skilled labor to inappropriate handling major challenges in the field of human resource efficiency of government agencies has created. Strategic documents and upstream countries as well as in scientific comprehensive document, improving of productivity of human resources is emphasized. The critical role of faculty in solving problems and meeting the needs of executive agencies has been noted. Therefore, in this study, faculty members of Tehran opinions on the factors affecting of productivity of human resources executive is explained and interpreted. And using the Q identification number 7 is the paradigm and with regard to the Value of Q cards, have been classified and in a dominant factor affecting of productivity and human resources have been interpreted. In the end, the new role of the faculty members of Tehran University human resources executive to improve of productivity is presented.
