Theoretical and methodological basis of organizational and legal mechanisms of public servants’ training fore-government

Abstract

The article assesses the current state and justifies the necessity in training of qualified personnel for public institutions and local self-government agencies in e-government technologies. Main problems of personnel training in the current state of e-government development in Ukraine and the authors offer possible ways to their solution. In particular, theoretic and methodological basis of legal and organizational mechanisms of training of public officers in e-government is described, as well as the model of the system of training, retraining and advanced training of public officers in the sphere of e-government is developed, the principles, conceptual basis of such system and categorical-conceptual framework are suggested . Authors underline the necessity of system approach to solving the problems, connected with providing of government and local self-government institutions with qualified personnel for e-government development.
