Gobierno y Parlamento abierto: la participación ciudadana en el tratamiento y visualización de la información pública
Abstract
En este trabajo se analizarán los cambios en la formulación de las nuevas Políticas de información del sector público que van a proporcionar nuevas herramientas a los ciudadanos para el tratamiento y difusión de la información pública. Se habla ya de un salto cualitativo de un modelo TIC basado en el acceso a otro rol en el que el ciudadano va a participar en la elaboración de los contenidos, su reutilización y en la toma de decisiones. Así, las Políticas de información en un presente inmediato se van a elaborar en constante contacto con el ciudadano. Todo esto nos llevará a un desarrollo de servicios públicos más abiertos, transparentes y eficientes. Las iniciativas de Gobierno y Parlamento abierto se están gestando en muchos países de nuestro entorno y son una muestra muy eficaz de la participación ciudadana en el tratamiento de la información, elaborando herramientas de visualización que facilitan la consulta y reutilización de la misma. Se ponen de relieve las iniciativas de Gobierno y Parlamento abierto como muestra de la participación ciudadana. Se exponen los casos principales detectados, poniendo el foco en la necesidad de España de continuar de manera institucional con iniciativas de momento de carácter popular. Changes in the formulation of new information policies in the public sector are analysed in this article. These policies are going to provide new tools to the citizens for the public information processing and dissemination. It is said that a qualitative jump has been made from the TIC model based on the access to another role in which the citizen is going to participate in the design of contents, in their reapplication and in the decisions making. Thus, the Policies of Information in the immediate present are going to be designed having a constant contact with the citizens. All this is going to take us to develop a more open, honest and efficient public services system. The initiatives of the Government and the Open Parliament are being developed in many countries of our environment and are a very effective sample of the citizen participation in the information processing, by elaborating visualization tools that facilitate the consultation and reapplication of that participation. The initiatives of the Government and the Open Parliament are highlighted as a sample of the citizen’s participation. The detected main cases are showed, emphasizing on Spain’s need to continue with popular character initiatives managed as an institution.
