This study proposes an integration between variables identified in literature review as determinants of public health, in the sense of understand which of them have an impact in health development in the municipal districts, analyzed by IFDM-Health. To understand how the characteristics and conditions of the municipal districts can influence the health development, will help to understand the reasons that cause some municipal districts to be more developed in terms of health than others. In this sense, the importance of this study is to identifying those factors that potentially tend to impact on development levels, thus having the potential to provide public managers tools able to identify what are the factors that impact positively or negatively the development in municipal districts health. The universe of analysis is the municipal districts of Minas Gerais. It was used as a methodology to factor analysis followed by logistic regression. In the end, it is concluded that there are three determining factors for health development in the municipal districts: “structural dimension and educational infrastructure”, “social dimension” and “income distribution and social protection.” The results of this research assert the importance of these multiple factors to be not overlooked or undervalued in the analysis or the formulation of municipal health policies, since they generate impact on municipal districts health conditions.
