This text presents the first results of the Research Project Reconversão e reinserção urbana de bairros de génese ilegal, about the “conversion obligation” that was established in the 1995 AUGI Law (Urban Areas of Illegal Origin), which is analysed here from the perspective of citizen participation and social dialogue. The first section briefly describes the involvement of owners and residents in the conversion process of “illegal land parcels” before the AUGI Law, and systematizes the changes that took place after the application of this law, created in a period of overt neoliberal governance. The second part presents some notes on the “conversion obligation” of (co-)owners, as well as on the role of the Joint Management Committees (Comissões de Administração Conjunta) that were created by the Law, discussing their meaning and impact on public participation and co-decision in land management.
