The peculiarities of US-Ukrainian relations in 1991–2004

The article analyzes the peculiarities of relations between the USA and Ukraine in 1991-2004. The practice of relations between the two countries proves the fact of their constant asymmetry. The fundamental disadvantage of the strategic partnership model between the United States and Ukraine is the lack of established forms of cooperation and value asymmetry in the systems of strategic priorities of the two states. The significance of the US-Ukraine strategic partnership goes beyond purely bilateral relations. Among the main interests of the United States towards Ukraine, one can distinguish the following areas of American foreign policy: control over weapons of mass destruction; the spread of democratic values in the world together with the introduction of a market economy; confronting international terrorism. At the same time, it is possible to determine the presence of regional specificity: the correction of relations with Ukraine through the prism of constructing US relations with the Russian Federation. It should be noted that US policy towards Ukraine, as well as other post-Soviet countries, has been the part of the global American policy of preserving Washington’s leadership in the world. Therefore, this “regional” policy included pragmatic and democratic vectors based on the main directions of development of US-Ukrainian relations.
