The purpose of regulatory convergence is to ensure a gradual integration of the Moroccan economy into the internal market of the European Union (EU). Despite the various means mobilized for its success, the process of bringing Moroccan law into line with the EU acquis, begun in the mid-2000s, is slow in achieving the objectives assigned to it. The state of play of this process reveals the existence of innumerable bottlenecks, endogenous and exogenous, which undermine the good dynamics. The performance of this process, unbalanced and devoid of strategy, is limited mainly by a number of factors related to the very nature of this acquis. The implementation of a steering tool and training on EU law is likely to redress this process.
