Et le maire grimpa sur le morne : les interventions de Pedro Ernesto dans les favelas de Rio de Janeiro (1931-1936)
Abstract
The vision of Pedro Ernesto, a physician who was appointed interventor of the Federal District in 1931, has had a strong impact on the history of the city, especially with regard to the favelas, which were partially integrated into his political project. This article first seeks to understand the strategies deployed by the mayor to build his electoral support base in the favelas, then analyzes the meaning of his policy of establishing schools in these territories and, finally, discusses the limits of his project, starting from the legal-urbanistic implications of the debate on favelas at the time.
