This study aims to analyze the causes and consequences of existing crimes in the city of Riobamba. Using primary and secondary sources, several criminal cases reported in the city have been reviewed. To understand the people's point of view on how the security in Riobamba can be improved, a survey was conducted. Citizens responded that an adequate strategy would be the implementation of a Comprehensive Security Plan since fortuitous patrols are inadequate for improving the situation. In addition, an investigation was carried out with personnel working in the institutions dedicated to safeguarding citizen security to examine the rate of complaints registered during a specific period and monitor the increase and decrease in the following year. In this way, we can see what measures have been taken during that period of change and verify those that have worked and those that must be improved to obtain better results and generate confidence among the citizens of Riobamba.
