Abstract
Management by objectives appeared before the Second World War in companies and was then adopted in state budgeting. This practice has developed in open societies. Although budgeting by objectives in industrialized countries has encountered many difficulties, numerous international financial organizations and development aid agencies have pushed for it to be extended to developing countries as well. This third stage poses the problem of the transferability of institutions in different contexts. This article examines how organizations in developing countries have responded to this “travelling model” and have changed its meaning and scope.
