This article presents a comparative discussion among the policies on student assistance at 11 public universities, state and federal, from the trajectory of the National Program of Student Assistance (PNAES), the interventions and participation of the National Forum of Deans of Community and Student Matters (FONAPRACE), in which policies are shaped to redeem citizenship and social rights, not simply as a material assistance. In the study we adopt qualitative methodologies and case study approach as tools to interpret of the researched phenomenon. We observe that the universities studied look to implement student assistance policies in a wide perspective of tending to needs of their students adopting types of scholarships such as: housing, food, health, leisure, culture, education, among others, in an integrated manner.
